I have a Enterprise Mobility + Security E3 license.
So will I no need CAL to access on-premises windows servers?

    It does not state that EMS includes a Windows Server Client Access Licence (CAL). Only CALs for specific workloads, such as Microsoft Active Directory Rights Management Services or SCEP, are included in EMS. These are not Windows Server CALs, which must be purchased independently of the service CALs.

    Yes, these service CALs are included in the Microsoft 365 SKUs that include the EM+S E3 feature set.
