MS Outlook App - Email - change from get annoying message - "Your organization requires you to label this item."

Users are prompted with an information message on a new email when changing the "from" address.  The popup message reads “Your organization requires you to label this item”. 

Unfortunately there is no action that the end user needs to do. As the default sensitivity label is automatically carried forward and applied.  
This is impacting business processes as it adds an unnecessary acknowledgment to click the "Ok" button.

  • Online Outlook has no popup message 
  • Office App has popup message
    (Office-Outlook / Version 2302 (Build 16130.20714 Click-to-Run) Semi-Annual Enterprise Channel) 

History we have had these labels in place for over a year with no changes <https://compliance.microsoft.com/informationprotection/labels>. We have the Label policies published with a default label set for "Internal".
The behavior is new within the last 30 days.

    Based on my research, i found that it may be related to a fixed issue as shown in the below image, what's the version of your Outlook desktop client?(File > Office Account > About Outlook). It's suggested that you could update your Outlook to the latest version to check if there're any difference. More information: Known issues with sensitivity labels in Office.

    If it doesn't work, according to a similar thread as yours, which mentioned that this pop-up may indicate your organization has assigned an information protect policy to this mailbox to enforce labeling on emails. It's suggested that you could try to label the email: Apply sensitivity labels to your files and email.

    Hello, we have the same Problem in all Office 365 Channcels (Beta, Current, Current Preview and Monthly).
    We have a default Label for E-Mails. If i open a new E-mail, the Default Label ist set. If i change the From Field, i always get this Message:User's image If i choose one of the three options, the From Field changes and the E-Mails shows "no Label"
