DPMRA element not found

Hello,

So we are running a local azure back up server, we have multiple servers being backed up by it including our 3 domain controllers. The issue is our 2nd domain controller is having issues, on MABS its under the Unprotected computers with protection agent and it never synchronizes as I am assuming it clearly isnt being protected.

I have been trying to fix this issue for weeks, nothing I do seems to work. I reinstalled the agent, I made sure everything is correct, I compared it with the other two domain controllers. I fixed the security settings, I fixed the policy settings, I added the backup server to the groups related to it on AD. All things it had missing compared to the other two, I have remedied, yet the issue still remains.

When I go to Services and press start, this error shows up "Windows could not start the dPMRA on Local Computer, For more information, review the System Event Log. If this is a non-Microsoft service, contact the service vendor, and refer to service-specific error code 1168"

So going to event viewer, the only error that EVER shows up is "The DPMRA service is terminated with the following service-specific error: Element not found"

Thats all it shows, I looked up on google and I cant find anything remotely close to this issue, its only other people having the element not found error but its not related to dprma. I tried running fixes for event Id 7024 but nothing worked. I am at complete loss at what could possibly be the problem here? More so as to the fact that there seems to be no documentation about it?

There was one Github link that resembled the problem but both its solutions revolved around ensuring that the ports are open on the firewall. I tested it out and can confirm that its communicating with the backup server on 5718.

P.S. this is on Windows server 2019

Any advice is appreciated!! If this is the wrong place to post this question, I apologize, please advise me to the right location!

    @IT_n00b - Request you to check below mentioned registry on Domain Controller which is not working.

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft Data Protection Manager\Agent\2.0\Configuration key

    If the above registry key is not present, request you to get this registry key from a working server and update on non-working server.

    Try to restart the server and check to see if DPMRA service works or not.
