Does Microsoft have authorized companies that do work on computers, such as Colorado Techic?

I had a problem with my computer where I got a message I was "blocked" out of my unit. Beside the message was loud ringing noise. The message said to call a specific phone number which I did. The company "Colorado Techie" said they were an authorized tech company of Microsoft, Dell and other computer manufactures.
Is Microsoft aware of the company in Colorado?
