Hyper-V Network Adapter Will Not Start Code 39

Testing a production failover of a Server 2019 VM from ESXi to HyperV. This scenario worked in my lab, but I’m getting this error on the production test for the Hyper-V Network Adapter:

Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39) {Driver Entry Point Not Found} The %hs device driver could not locate the entry point %hs in driver %hs.

I have already tried removing and adding a new adapter. I would like to reinstall drivers, but I can't find them.

The may be another relevant error: The driver \Driver\netvsc failed to load for the device VMBUS{f8615163-df3e-46c5-913f-f2d2f965ed0e}{df57aa94-e1d6-4853-b3fb-4c8258056e0b}.
