If you have a language pack (e.g. English(UK)) installed then you automatically get the keyboard to go with it. You don't have to use it but it'll be an option. If you don't want the extra keyboard then remove the language from your machine.
2 Keyboard Layouts are given. Only 1 is installed
I have recently reset-ted my laptop and have selected English (India) Keyboard Layout with the language set to English (United Kingdom). Unfortunately another Keyboard Layout (English{United Kingdom}) has been added and cannot be deleted. I have tried adding the unwanted Keyboard layout and deleting it after, but it shows up again after a restart.

The keyboard layout used during the logon screen might be set as a system default that is separate from user-specific settings. Even if you change the layout for your user account, the system default might still be English (United States) for the logon screen.
You may edit registry to change systerm wide setting:
- Press WINDOWS + R
- Type "regedit" without quotes and press ENTER
- Navigate to HKEY_USERS.DEFAULT\Keyboard Layout\Preload
You will find the list of keyboards that are preloaded at boot. Find the keyboard layouts by their identifiers from the list of Keyboard Identifiers and delete them. The article Windows keyboard layouts lists most keyboards ids. After performing these corrected steps, restart your computer and check if the issue is resolved.
Just in case, export registry entry before modifying as backup.
