In Visual Studio, go to Tools > Options > Source Control > Visual Studio Team Foundation Server. Increase the value for "Command timeout (seconds)". Start with a value like 300 seconds and increase gradually if needed.

When users are trying to get latest version of code from TFS, it is stuck in Calculating items to download for a long time. We are using Team Foundation Server 2017 as our code repository. The users are installed with Community edition of Visual Studio.
