Please go to Central Administration -> Manage Services on Server -> Chech whether Distributed cache service is started.

If Distributed cache service is not started, start it.

Or you could run the following command: Add-SPDistributedCacheServiceInstance to verify that the Distributed Cache service is started.

Running the command "Add-SPDistributedCacheServiceInstance" Did not have any effect unfortunately

Could you manually start the Distributed cache service in the central administration?
