Attachments are not showing in outlook app and Outlook Web App

Hi Team, the users are not receiving an email with the attachment from the external senders. they are receiving email without the attachment. We have checked the message trace and explorer we are not seeing any attachments in the report. we have a third-party filtering service and they informed that the email has been delivered to office 365 along with the attachment as per their logs. we have checked all the policies on office365 but nowhere the attachment is blocked. Can someone help me resolving this issue. Thanks.

    We have checked the message trace and explorer we are not seeing any attachments in the report

    Have you checked the size of the message? Does it seem like the size has attachments included?

    Please also have a check in the message header for X-MS-Has-Attach header.

    Besides, if it is possible, please bypass the third-party filtering service to send another email with the same attachments directly to the recipient in Exchange Online and see if the attachments will still be missing.
