Now I am using the evaluation version of Windows Server 2016 and I want to license this server. I have the standard license of Windows Server 2019. I want to know if this license key can be deployed on the evaluation version of Windows Server 2016.
A product key is bound to the product version; with a 2019 key you can not install or activate a different version.
Upgrade installation of a Evaluation Edition is also not supported.
You have to perform a complete new installation.

Unfortunately it's not possible. You have to upgrade your Operating system to windows 2019 to be able to use this licence.

Yes, I have upgraded to the Standard Windows Server 2019 but I can't keep my files and app, the upgrading process can't choose to nothing delete. How to solve this issue, I downloaded from the Microsoft Evaluation Center iso file and this ISO file can be upgraded or not.

it’s normal behavior because upgrade in place is not possible with evaluation version.
you have to rebuild the server.
