Clipboard stops working intermittently for copying from client to host. No pattern has been noticed when and why this happens. However, it starts to work again if something is copied from host to client.
This started with Version 10.9.6 (2188)

Same, sometimes it takes a few attempts to actually copy anything

Can you see any error in terminal side in event log?
You can try to update your windows to the latest version and see if this issue will be fixed.

Problem was with Windows clipboard history being turned on. Turning it off solved clipboard related issues
