    Based on your description, you can follow these steps:

    1. Log in to the Microsoft Volume Licensing Service Center (VLSC) using your organization's credentials.
    2. Navigate to the Licenses tab and select All Licenses.
    3. Find the "Windows Sever2022 Device CAL" product and click on it.
    4. Click the Add button and select the purchase quantity (not by Tracking ID, as standard Windows Server device CALs generally do not involve the concept of Tracking ID).
    5. Enter the quantity of device CALs to be purchased, and then click "Next" to view the order details.
    6. After confirming that the order information is correct, click "Place Order" to complete the purchase.

    If you need to manage RDS CALs and your Windows Server 2022 Datacenter is running the RDS service, then you need to manage RDS CALs. The steps are as follows:

    1. Log in to Windows Server 2022 Datacenter as an administrator.
    2. Install and activate the Remote Desktop Licensing (RD Licensing) role service.
    3. Import the purchased RDS CALs to the authorization server (either through the product key or connecting to the key management service).
