I believe you are upgrading a Windows 7 PC to Windows 10, is that correct?
If yes, try run Windows Update and install all updates for the Windows 7 and restart your PC and then run the setup again.

i have tried, reinstalling my windows 10....repairing...but every time getting the same error which ever way i try it. Do not have any 3rd party app going/installed.
