When I attempt to convert HTML to RTF and RTF to HTML files, I cannot find the Microsoft Native Library needed for conversion. Could you please assist?

If you want to implement this by yourself, you will need to do complicated conversion for the HTML string and RTF string. There is a document that might be helpful- Writing an RTF to HTML converter.
