If your afxwin1.inl is the same as mine, that assert is for this:
_AFXWIN_INLINE HINSTANCE AFXAPI AfxGetResourceHandle()
{ ASSERT(afxCurrentResourceHandle != NULL);
return afxCurrentResourceHandle; }
Which implies your code hasn't done the necessary initialisation.

More targeted solutions can be offered if you create and share a sample that reproduces the problem.

Here is a sample project.
Just change the extension txt to zip and unzip it.
If it is difficult to adjust the Extension DLLs, maybe you can revert to previous organization with main MFC EXE, and add the Forms to a Class Library (C#), and even to enable the “Common Language Runtime Support (/clr)” option to simplify the access of C# forms from C++. It is also possible (but probably less convenient) to made the Forms in C++, if the “/clr” option is enabled.
You cannot use an MFC Extension DLL in your solution from a Windows Forms Application. From MFC extension DLLs: Overview -- "Only MFC executables (either applications or regular MFC DLLs) that are built with the shared version of MFC can use an MFC extension DLL."
Use a regular MFC DLL instead.

The DLL created with VS6.0 was used normally in the WinForm program.
Are you saying that it is currently not possible due to a version upgrade of MFC?
The DLL created with VS 6.0 was also an extension DLL and was used in the MFC single document format EXE.
The problem is that you are not calling the MFC Extension DLL from an MFC .exe. That is a current requirement. Comparing VS6 behavior from decades ago to VS2022 is not meaningful.
I took your sample code and transplanted it into a regular MFC DLL with a few tweaks.
The Winform application will instantiate a modeless MFC dialog and, using a timer, will dismiss the dialog when the timer fires.
For example -
The demo for the above can be retrieved from TestProject.txt. As with your example, change the extension to .zip to extract the demo. I only configured the demo for 32-bit build.
