Should all active services in my account be visible from Home-->List All?

I've used Azure portal a few time for AI-201 training. I've just started DP-203 training and was attempting to run a beginners MS Learn script that requested Azure Synapse Analytics and related services for exploration purposes. After about 30 minutes, the script gave an error and the requested services were not listed on my Home page (even after clicking List All). I ran the script again. This time it attempted to use services in a different region but I got the same or similar error and no new services were listed on my Home page. I went back to bed. Two days later in Azure Portal, I checked the Home page..still no new services listed. I checked Cost Analysis and found I had been billed £35 for the two days and with a forecast cost of over £4,000 for the year. I then clicked lots of different tabs and found a page that listed lots of Synapse services and different data stores in two different regions. I deleted them immediately. Please someone advise me what I did wrong, and what to do if services you expect to see are not visible on the portal's Home page.
