Installing Windows 10 without an operating system

Is there a way to install Windows 10 without an operating system? And what do I need to perform the installation? Do I require a USB or something else?

    Step1: Insert the USB flash drive (at least 8GB)

    Step2: Download the Windows 10 Media Creation Tool (Size:8 MB) from the below link and select Run.
    https://www.microsoft.com/en-us/software-download/windows10

    Step3: On the What do you want to do? page, select Create installation media for another PC, and then select Next.

    Step4: Select the language, edition, and architecture (64-bit or 32-bit(Only if Ram less than 4GB) ) for Windows 10.
    Step5: Select USB flash drive and Next.

    Step6: After completing the steps to install Windows 10, select the Start button, and then go to Settings > Update & Security > Windows Update, and select Check for updates.
