Which Active control do you want to insert? Are all controls cannot be inserted?
Besides, what version of Office are you using now? (To get this information, please go to File > Account > Product Information.)
If you want to insert a Web Browser control, this issue is by design, and the error is expected for security reasons.

from 1024 to 1. - Please note, if you are using Microsoft Office 2019, 2021 or Microsoft 365 Apps, the registry subkey should be:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\ClickToRun\REGISTRY\MACHINE\Software\Microsoft\Office\16.0\Common\COM Compatibility\<ClassID>
