Enable/Disable Drop Down List according to another value

I need to create a drop down menu, that only appears when a certain value in cell A2 is chosen (from another data validation list), but that it is disabled and blocks the cell (grey out and not possible to type anything) when the value in cell A2 changes to another option of that drop down list.

I seem to be able to either create the dependent drop-down menu or use conditional formatting, but I can't make all those three things work. I'm not sure if it's just not possible or if I'm doing something wrong. Any ideas?
