Issues with Azure account billing and non-profit grant

I recently inherited an Azure account with three subscriptions. However, two subscriptions are still listed under the old admin's name and email account, and I'm unsure of how to change this. Additionally, I updated the credit card for billing purposes, but the system still charges the previous credit card. I also applied for a non-profit grant that created a new subscription without any services, and the money is just sitting there. I have attempted to create tickets for these issues, but the system only suggests articles without creating a case. Can anyone provide any guidance on how to fix these issues?

    creating a support ticket with Microsoft Azure support is a bit "tricky" ;-)

    On the page with the suggested articles you should click on Return to support request .

    From there you can fill in the additional details and submit the support request.
