Azure Trusted Signing - Asking for additional Identity Validation but I'm from a Gov Entity

So, I'm trying to setup Azure Trusted Signing and have gotten to the part of Identity Validation and have been asked to provide more documentation to prove who we are. The thing is, all the examples seem to be for commercial enterprises. As we are a government agency, what sort of proof is needed for us to move this forward and start piloting this cool new tool\feature?

    so, I finally got an email verification notice for validating the domain and that worked.
