Domain user getting: The sign-in method you’re trying to use isn’t allowed

I'm troubleshooting a problem with a domain user who when trying to log in to his domain account gets the message "The login method you are trying to use is not allowed"

Every link I clicked is for people seeing this error when trying to log in locally.

That's not the issue here, the user can't log in with their domain account.

This is a frequent problem we face when after employees change the computer, for example, the user can log in on the old computer normally but on the new computer the domain user gives access to: The login method you are trying to use is not allowed.

I found a solution but it is not good to add all users to the admin group
