Thanks for your post. Before moving on, to narrow down the issue, can I know if this problem only happening when you use the pen or does it also happen when you use a mouse to drag the window? If that only happens with the Wacom pen, then try completely uninstalling the Wacom drivers and software, restart your PC and then download and re-install the Wacom software and drivers. If that also happens with a mouse, then re-install your graphics card drivers form the support page for your system.
Also, you can drop a feedback to Microsoft about this, using Feedback hub app. Kindly open the Edge and press Ctrl+Alt+I to open the Microsoft Feedback Hub and feedback the issue.
