How to fix not being able to use a system restore

Question

I use a windows 11 pc and currently I have a blue error screen saying, “Your device ran into a problem we’ll restart it for you.” Well after that it says, “Your pc did not start correctly” I try to restart it again but it doesn’t work. I’m trying to go to a restore point where I can reinstall Microsoft Visual C++ 2015-2019 Redistributable. I can’t reset my pc since it says that a problem has occurred. It won’t let me even get past the blue screen. When I try to use system restore point it says I must enable system protection. I’ve gone into command prompt using advanced options and I’ve typed in X:\Windows\System32>net start vss. After that I’ve put in X:\Windows\System32>rstrui.exe /offline:C/windows-active. It will then pop up with restore system files and systems. I will click next and then select Microsoft Visual C++ 2015-2019 Redistributable. Then I’ll click next and (C:) (System) will already be checked off with a gray background and I won’t be able to unselect it and select it. Then it says to the right ready to restore. I click next, then finish, and lastly yes. It will then pop up with a system restore bar and at the end it will say finish. But then it says that system restore point didn’t complete successfully and it failed. Giving me the error (0x80070002)

1. Sometimes restore points become faulty or corrupted. Try selecting a different restore point:

(1) Type "Create a restore point" in the Start Menu search bar and select the Best match.

(2) Navigate to the System Protection tab and click the "System Restore" button.

(3) Choose a more recent restore point from the list and follow the on-screen instructions to proceed.

2. Ensure that System Protection settings are enabled:

(1) Type "Create a restore point" in the Start Menu search bar and select the Best match.

(2) Go to the System Protection tab and click the "Configure" button.

(3) Select the "Turn on system protection" option, click Apply, and then OK.

(4) Restart your PC to apply these settings.

3. Boot your PC into Safe Mode and then run System Restore. Select the most recent restore point and follow the instructions.
