How to turn off Hyper-V absolutely?

Hi,

I can't turn off Hyper-V by Control Panel or Powershell, but these didn't work. I tried to turn off the Control Panel but after restarting it said "We couldn't complete the updates, Undoing changes" although I uninstalled the newest updates. I also deleted SoftwareDistribution and checked DISM -Restorehealth (but it was an error: 87) and SFC /SCANNOW. I hope someone can share how to fix it with me.

    While uninstalling Hyper-V, many users encounter an error message that states, “We couldn’t complete the updates, undoing changes.”

    To fix this, you need to remove the Hyper-V Virtual Network Adapter:

    1. Open the Run dialog box.
    2. Type devmgmt.msc and press Enter.
    3. In the Device Manager, double-click Network Adapters to expand the section.
    4. Locate Hyper-V network adapters. Select the View menu option at the top of the window, and select Show hidden devices.
    5. Right-click Hyper-V Virtual Ethernet Adapter and select Uninstall Device.
