Security and Quality Rollup for .NET Framework - Server 2008r2 - not showing in Windows Updates?

Summary:

I have several Windows Server 2008 R2 servers that were migrated from on-premises to Azure to qualify for Extended Security Updates (ESU).
Despite the OS being out of mainstream support, Microsoft is still pushing updates for it, which should be accessible via Windows Updates. According to Microsoft's information, these updates are indeed available for 2008 R2 servers. However, since these servers were migrated as 'custom images' or 'bring your own images', I am not receiving these updates through Windows Update, which is the major issue.
