    Thanks for reaching out to Microsoft Q&A.

    The INR2 was debited to validate the legitimacy of card and cross verifying the card owners name with the account creator. There are many reasons for your account to be denied free account, the primary being the email ID, or the card being used already for a free trial account etc. If you still want to use, I suggest you opt for pay-as-you-go model and carefully use only the services, you need for learning/training and deleting them after use.
