DLP actions for Sharepoint files

Dear team,

Kindly I need to inquire about the "Restrict access or encrypt the content in Microsoft 365 locations" action, that is available in Microsoft Purview DLP, to protect Sharepoint files. I need to understand the effect from the end user perspective. Will the user still be able to view the file, to download it to his personal pc?
