Standard logic app quota information

I am finding the quota process to be obfuscated from operators. Perhaps I am just unaware of where to look for the information. I would appreciate assistance with clarification on quotas. I understand the purpose and process for quotas, but I'm missing details in my particular case and would like additional information.

I was attempting to implement Standard Logic Apps (WS1), but found I had a quota of 0 for my subscription/region. I went to the quota page, but nothing was clearly linked to this resource type. I requested an increase in the quota from Microsoft support. The intermediary responsible for handling my call was not able to provide information because they send the request to tier 2 engineers to fulfill, and she did not get details on the fulfillment.

What quotas (provider and name) need to be increased to allow me to use WS1(/2/3)?

Can this be done by the operations team on my subscription/region, or is this one of those cases where Microsoft retains control?
