When an update is not installed correctly or if Windows Update settings can't detect the update, Windows may repeatedly offer the same update for installation. In the case of a faulty update causing a reboot loop, Windows may continue to offer the update because it does not have a mechanism to detect that the update is faulty. Windows Update simply detects that the update is missing and continues to offer it for installation.
However, if you keep seeing the same update being offered for installation, you can try to install the update later. You may also want to check your update history to see whether there are any error messages. Then, you can search for any errors that you find by going to the Microsoft Support.
