can not change permissions of a file

i am trying to change the Graphics settings for a file in the windows graphics settings. when i select the file it tells me that i do not have the permission to open the file. i have changed the owner to myself using command prompt and command prompt said the owner was changed to ALIENWARE\spike (which is me) but when viewing the security settings for the file it shows ALIENWARE\Administrators. when i press the change button it quickly re-opens the window with the editing settings greyed out. i can only normally open the file using administrator mode, but im not sure how i can give the windows settings selector administrator privileges.User's image

    Hello,

     

    Thank you for posting in Q&A forum.

    Please kindly try login as domain administrator and change the file owner again? As sometimes it chould be controlled by group policy setting and not able to be adjusted via local user account.

    Meanwhile, you can open CMD window and run command:

    gpresult /h c:\temp\gp.html

    to collect and export gpo setting for further check.
