Unable to receive email from API Management Notification

Hi, I have a public API Management and it worked well. The users can sign up from Developer Portal to submit subscription requests and they can get email notifications.
I tried to setup the notification in APIM with my admin email to get informed when all the events happen, include BCC.
Now I can get copied if the user signed up and received verification emails and confirmation emails.
However, when users submit a subscription request, I don't get any emails. So do other events, like developers close their accounts. Anyone knows what's wrong with this problem?
