Based on your observations above I think the issue is at the UI level of Azure Portal and you can follow the steps below and see if that helps in resolving the issue.- See if the issue is reproducible in another browser. You can also try clearing the cache from the current browser and see if that helps.
- If above does not help, this might be a due to Azure Portal issue and a creating a support request will help troubleshoot this issue. If you have a support plan you may follow this documentation to create a support request. Submitting a browser trace along with support request will help expedite.
