I need an automatic way to download the .csv file from SharePoint List from the Bot Account to a local drive or network drive.

Do you want to download the existing .csv files in a SharePoint library or when a .csv file is uploaded to the library, it should be automatically downloaded to a local drive or network drive?

My apologies, I wasn't very clear with my problem.

Yes. What I would like is to be able to download a .csv file from SharePoint to a local drive, either every hour or when it is changed/modified/updated.

Backstory is, the .csv file is actually a list that contains orders coming in through a Microsoft Form. I need the file to be downloaded because it will be processed every hour for new orders.
