Windows IoT stuck on gears screen

I have a Pine A64. I got the "wim" image from the distributor, and proceeded to create a SD card with it. It boots, it turns on, with the AllWinner picture, and the Windows (10) startup spinning circle screen.
It even got to the "Welcome to Windows 10 IoT Core, Please wait while we get things ready" screen, which it did for two days. And then, I am greeted with the spinning gears screen. like this
There is no like, automatic recovery. or any of that. And I don't have any "forced power losses", as the A64 board have a power button. And last time I check the SD card seems all good.
What should I do?

2024-07-30T01:19:45.44+00:00 Curiously, according to my Logitech receiver, the USB has not been properly initialized. I wonder if it is stuck on initializing the wireless chip, but hung.
I did hook it up to ethernet. I don't think you will need to. Should I have not done that?
