Windows Server 2019 Hyper-V Cluster Resource add fail ,cannot delete too.

Question

When adding VM resources to a Windows Server 2019 cluster, an error message is displayed stating "An item with the same key has been added."At the same time, some virtual machines in the cluster cannot be deleted and are in a suspended state when the deletion is performed. The fault persists after the entire cluster is restarted.

In addition, how can Get-ClusterResource obtain VMS with the specified name and then run the Remove-force command?

There is a VM resource in the failover cluster manager that cannot be deleted and cannot be seen by the Get-ClusterResource, but the status is failed. The error was deleted using the MMC, a log was recorded

Error code: 0x8007012f The file cannot be opened because it is being deleted from the board

No duplicate NIC ID has been verified.

I think it must be a duplicate Cluster VM ID
