You can first check the following two aspects to troubleshoot network connectivity issues between virtual machines.
- Make sure both virtual machines are connected to the same private switch in Hyper-V Manager.
And double-check that the subnet masks corresponding to the IP addresses of the two virtual machines are the same, for example (IP: 172.16.0.x, subnet mask: 255.255.255.0).
- Temporarily disable Windows Firewall on both virtual machines to see if it is causing the problem. Open Control Panel > System and Security > Windows Defender Firewall. Click "Turn Windows Defender Firewall on or off" on the left sidebar. Select "Turn off Windows Defender Firewall" for both private and public networks.
