Firstly, I suggest you run Excel in safe mode when a domain account is signed in.
- Press the Windows key + R key, type excel /safe, then click OK. It lets you safely use Excel without encountering certain startup programs. If the issue does not occur in safe mode, disable the application add-ins and COM add-ins one at a time to check which add-in causes the issue.
Please check whether you had applied any group policy that may cause Excel hangs.
Then I suggest you update Office for a check. For volume licensed versions of Office 2016, such as Professional Plus and Standard, updates can be obtained with Windows Update.
