how fix problem of creating Profile in outlook 2019

we have Exchange Server 2019 On-Premises. recently i have problem with creating a profile in outlook when i want to creat a profile in control panel , it shows that " this feauture is deactived by administrator" and the process was stopped with no progress. in trust center , Let Office connect to online services from Microsoft to provide functionality that's relevant to your usage and preferences check box is enable. but I have problem too for all users that use outlook. what is solution for that. thanks alot

    we do not have Microsoft365. so I can not use second method.
