2 cores Azure VM and SQL Server Software Subscription

Just to make sure, four is the minimum number of cores I can use in an Azure VM with an SQL Server Standard Software Subscription to be cost effective. Until today as the last licensing guide describe four is the minimum cores to license per vm. Am I wrong?
