Creating new VM ends with Error code 3430 and 3040 in Hyper-V

Thank you for posting in Q&A forum.

Does this problem occur in all newly created VMs? If not, I suggest you use the vhdx file of the VM that cannot be started and recreate a new VM. If so, I suggest you run the following command on the host to see if it can solve the problem:

net localgroup administrators SERVICE /delete
