Windows Server 2022 won't boot with 2 DIMMs but will with 1

I have a Dell PowerEdge R740 with 2 Xeon processors and 2 X 8GB DIMMs in slots A1 and B1. One DIMM went bad (B1) so we replaced it. It hangs as soon as it gets to the windows black screen with blue logo. No spinner.

If I remove the DIMM in B1 it boots fine with only 8GB RAM in A1.

If I place 1 DIMM in A1 and 1 DIMM in A2 it hangs in same place.

It will boot to a USB (Linux Distro and WinRE) with both DIMMs (A1, B1) and we can see and test the memory with Windows Memory Diagnostic and it all looks good.

Dell sent a tech out who replaced both DIMMS, same thing. Then they replaced the motherboard. Same thing. Swapped processors, same thing. They're saying since it all works fine from USB boot that it's an OS issue.

There are no Memory dumps being generated that I can find.

Any ideas?

    We fixed it. We needed to clear the BadPages registry flag.

    After booting with 1 DIMM and deleting the registry entry we were able to boot with 2 DIMM.

    Is it available to boot with safe mode?

    According to the symptom, the issue is related to the ram physical numbers. It is really hard to take it as a system issue.

    A reinstallation test may be a quick way to verify whether this is a system issue or hardware issue.
