Windows 10 update 2004 blocks reboot-shutdown-hibernation

Windows has tried several times to force me to upgrade to the 2004 version, but it has always failed because it got stuck in one of the restarts, then forcing me to long restore operations.
For this I have tried for several months to avoid this compulsory pejorative update; until eventually Windows managed to avoid my cheats and complete this update.
Since then you can no longer restart, shut down or hibernate the system ... you can only use the forced shutdown.
Fortunately, no problems in the next start.
Do I have to resign or will there be some solution?

    I suggest to in-place upgrade to 2004 version by an iso image. Mount iso and run Setup.exe to make it
    Image can be downloaded easily by media creation tool, https://www.microsoft.com/en-au/software-download/windows10
    If this tool still failed on restart phase, you need to check disk healthy, error scan is a method.
