In-line images don't show in Outlook 2010

I have been having problems with a couple of users not being able to load in-line images at all in some emails coming from only a small number of people. When they receive an email on the Outlook client, the formatting is completely removed and all the images get a cid link that is not able to be opened, and all of the formatting options in the top of the email are greyed out. When I have the sender include me in an email, I am able to get all of the in-line images and all of the original formatting is still in place. When the user with the problems logs into the web portal (provider is ionos.com), they are able to see the in-line images, so the problem seems to either be on the server side or in the client settings. I can't see any problems with settings from ionos, they are the same as the settings for my own account. I have had one of the users log into my workstation and have set up their Outlook account as a fresh user on the computer, and the problems persist into the new install. Truly lost on this one, not even sure where to look anymore. Thank you in advance for the help.

    Please understand Support for Office 2010 ended on October 13, 2020 and we couldn't download Office 2010 from the Microsoft web site now, so it's recommended to upgrade your Office to get a better user experience.

    I have had one of the users log into my workstation and have set up their Outlook account as a fresh user on the computer, and the problems persist into the new install.

    According to your description, the issue could be reproduced in your workstation, I have tested on my environment(Outlook 2013 and Outlook 365), any related settings(format settings, automatically download etc.) all couldn't be synced to other client, so your issue may be more related to the account itself instead of client settings. As I know, the add-ins in our accounts sometimes could be synced to different client, and some add-ins may affect the images in Outlook client, it's suggested to run your client in safe mode to check if the issue has any difference(Windows + R> type "Outlook.exe / safe"> enter).

    If tha's invalid, due to here we mainly focus on general issues about Outlook desktop client, we may know little about account settings in server, it's suggested to contact your provider support to get more help, thanks for your understanding.
