I am a student. I need VS Studio 2019 for compiling the user-defined subroutine in ANSYS FLUENT. Is there any way to install VS STUDIO 2019 community free?

Ideally you should just install VS 2022. In general older downloads are only available to VS Subscribers. If you aren't a subscriber then you should be using the latest version only.
If you really, really need the older version then you can find it on the internet archive here. But as with most software you download from alternative sites you should be cautious of malware.
