Could you please check if you have specialized anti-virus, app-blocker, or GPO phased permission software installed that maybe be denying access to the location?

Did you install other IDE in this device? Such as Android studio.

You can try to download the VS previewer and run it as administrator at the beginning of installation. Will you get the same issue? By the way, you have Installed of OpenJDK manually, before you install VS previewer, please uninstall it.
