Do I Need Cals for Windows Server datacenter 16 core and SQL Server 2022 Enterprice 2 Core

Hello, my name is Faruq, and I work with a Microsoft Reseller company. We receive a request from a client for the following items:

1. Microsoft SQL Server 2022 Enterprise 2 Core License Pack - Perpetual License x8
2. Microsoft Windows Server 2022 Datacenter 16 Core - Perpetual License x4

The Server are to be deployed in a datacenter.

My question is that - Do I need to quote for CALs alongside? or do they need to buy CAL licenses for the request to fly with Microsoft?

Please, a reply is URGENTLY NEEDED.
