About Outlook encryption

I have sent an attached file to External user using Outlook

Also add outlook encryption
But when guest user try to open the file following error occur

"Sorry, you don't have access here yet We can't complete this action because you are trying to access a protected resource in this organization as an external user. Contact your administrator to give you access to the protected resource"

It doesnot show error for internal users at all an there is no IRM applied on file seperately

    1. Does the error occur on the Outlook desktop client? To further confirm if the issue is more related to Outlook desktop client, if possible, please log in to your web mail and do the same test to check if the issue persists. 
    2. How do you encrypt email messages? Can you elaborate on that?

    In addition, there are some steps you may take to troubleshoot and try to resolve this issue:

    1. Check Encryption Settings: Ensure that the encryption settings applied to the email are compatible with external users. Sometimes, certain encryption methods might restrict access to only internal users.
    2. Microsoft Purview Message Encryption: If you're using Microsoft Purview Message Encryption, ensure that the external user's Outlook client is properly configured to connect to the Microsoft Azure Information Protection (AIP) endpoint for your Exchange Online tenant.
    3. Revoke and Resend: If the issue persists, you might consider revoking the encrypted message and resending it with adjusted permissions.
