Thanks for your post. Please backup and delete both entries in the folder.
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Notifications\Settings HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\PushNotifications\Backup
Also, I found that there is a bat file that can used to reset the notifications, just for your reference and hope it helps.
