Sharing Outlook Calendar error: Error when preparing to send sharing message

Question

When attempting to share an Outlook calendar I am getting the Error when preparing to send sharing message pop up whenever I try to share. The Outlook version I am running is 16.0 Outlook 2019 on a Windows 10 PC in a domain setting. I have tried multiple troubleshooting steps including:

Updating Office

Updating Windows

Remove and re-add user into Calendar permissions

Change user permissions from Reviewer to Owner

Restarted PC several times

Opened Outlook in Safe Mode

Tried sharing calendar using OWA

Removed all Outlook add-ins

I have shared this calendar with others users in the past. Any other troubleshooting tips I can try would be helpful.
